Why use Guelph Hydro to get money to invest in the community? That's what taxes are for. Guelph Hydro should be run as not-for-profit to provide cheap and reliable power.

Municipally-owned electricity utilities are tax-paying corporations governed by the Ontario Business Corporation Act.
